SUBJECT:

San Onofre Nuclear Generating Station Exercise Attached is a copy of the Federal Emergency Management Agency (FEMA) Region IX

" Evaluation Findings" for the San Onofre Nuclear Generating Station exercise which was conducted April 15, 1982.

The exercise provided opportunities to demonstrate corrective actions that were called for in the May 13, 1981, exercise critique.

The scenario was specifically site-oriented and was limited to an initiating event and cue cards for field radiation readings by field monitoring team members. All offsite jurisdictional play was a result of message traffic from the Utility.

The FEMA Region IX conclusions with respect to the status of offsite emergency preparedness are that all participating jurisdictions exhibited an adequate or better capability to respond to an offsite emergency.

FEMA Region IX Update / Final Evaluation with respect to the adequacy of plan and the implementation capabilities of State and Local Governments related to the San Onofre Nuclear Generating Station Subject update evaluation as of May 1,1982, is attached for your information and action. The corrective action identified in the text of this letter reflects that the jurisdictions have demonstrated a reasonable assurance of response to an offsite emergency at the San Onofre Nuclear Generating Station.

FEMA REGION IX UPDATE / FINAL EVALUATION WITH RESPECT TO THE ADEQUACY OF PLANS AND THE IMPLEMENTATION CAPABILITIES OF STATE ANO LOCAL GOVERNMENTS RELATED TO SAN ONOFRE NUCLEAR GENERATING STATION

INTRODUCTION This evaluation serves to update the FEMA Pagion' IX evaluation for the period ending May 1, 1982.

Its purpose is to relate actions taken by Southern California Edison Company and the surrounding local jurisdictions and reflects upon only those actions taken and products generated since May 22, 1981.

_II.

BASIS FOR EVALUATION A.

The basis for evaluation consists of documents submitted' by Southern California Edison Company and the Interjurisdictional Planning Committee on or about March 1, 1982, in their letter to the FEMA Region IX Regional Assistance Committee Chairman, and personal contacts, communications, and products received from the Utility and local jurisdictions between May 22, 1981 and April 15, 1982.

B.

A corrective action / annual exercise was conducted April 15, 1982.

A favorable finding was made, the content of which may be found under separate cover dated April 15, 1982.

The State of California and FEMA Region IX have attended or monitored the extensive training effort to evaluate scope and content.

Drills and training have been developed and are depicted in a training plan and outline encompassing both short and long-term objectives and schedules.

C.

All jurisdictions except the State Parks and Beaches and the U.S.

Marine Corp Base, Camp Pendleton, have submitted revised Plans that reflects response to exercise corrective actions, suggestions, and plan review comments.

Plans and SOPS are considerd satisfactory and meet NUREG 0654/ FEMA REP-1 criteria.

D.

Southern California Edison Company is currently completing actions to render operational their alert / warning system for the Plume Exposure Pathway Zone.

III. STATUS OF EVENTS A.

Planning efforts subsequent to the initial plan review in 1981, have resulted in completed plans and SOPS for the critical surrounding juris-dictions.

The State of California has not fully completed their SOPS for response, but are in the final stages of development. Completion is anticipated to be September, 1982, but their current draft status does not impede the capability to respond.

State Parks and Beaches incomplete status also does not impede response and the U.S. Marine Corp plan is to be revised around September, 1982.

Training plans and activities are well developed and reflect a coordinated cooperative effort that should, through execution, maintain a high level of training to support the response program. Equipment and materials due to the various jurisdictions have been delivered.

The alert and warning systems, installed by the utility and tested in early 1982, reflected some problems with equipment similar to other sites.

Personnel are currently studying the problem and proposed solutions in addition to tentative increases in the number of devices should meet requirements.

The Utility has reflected a high level of attention to the problem and anticipate an operational status no later than August, 1982.

Current status of this activity is not considered to pose a hinderance to response.

C.

The Utility and jurisdictions completed an exercise April 15, 1982, that reflected a demonstration of corrective action items and served additonally as the annual exercise.

All actions were satisfactory, with the only concern centered on EOF coordination related to the EOF liaisons.

IV.

APPLICATION OF CRITERIA The criteria for review and approval of radiological plans and preparedness as cited in 50.47 and 44 CFR 350.5 (proposed) were addressed in the initial and subsequent reviews, (June 3, 1981, and November 16, 1982).

Items previously found to be satisfactory were not restated.

Those items that remainded open as of the November 16, 1981, Update Evaluation, have been addressed in the above comments and are considered to have been completed and met in a satisfactory Ongoing review and maintenance actions to retain the ability to respond manner.

V.

UPDATE / FINAL EVALUATION A.

Actions taken by both Southern California Edison and the jurisdictions through the Interjurisdictional Planning Committee over the last year have been commendable, and have resulted in a demonstration of a capability to respond to an of fsite emergency.

Continued cooperation and coordination with state, local, Federal, and other utilities is highly recommended.

Cooperative training and response is critical to a well organized, prepared and cost-effective program of response for protection of the public.

B.

Assumimg completion of the installation and retrofit program regarding sirens in the Plume Exposure Pathway Zone, and that the planning and response capability continues to comply with the criteria of NUREG 0654/ FEMA REP-1 it is considered that a capability exists t o protect the health and safety in the jurisdictions surrounding the San Onofra Nuclear Generating Station.
