Attached is the additional infonnation related to SER Backfit Iten 7 (Fire Suppression in the Ca' ole Spreading Roan) that has been requested by the NRC in SER Section 9.5.1.6. In this section, the NRC has requested Duquesne Light Conpany (DLC) responses to four i tens . The response to Iten 4 has been provided in the above-noted reference as stated in SER Supplenent No. 3. OLC believes that the attached responses to Iteils 1, 2, and 3 provide the infor-mation necessary for the NRC to close SER Backfit iten 7.

Supplementa' l Infonnation Related to SER Backfit Item 7 (Fire Suppression in the Cable Spreading Room) Requested in SER Section 9.5.1.6 Item 1 The applicant should implenent the reconmendations provided by the applicant's hisnan f actors - expert in his letter dated March 18, 1985. (This letter was submitted to the NRC attached to the applicant's letter dated April 25, 1985.)

Response

In a letter to DLC dated March 18 1985, DLC's Human Factors consultant (Essex

- Corporation) made the following reconmendations:

1. Non-skid surfaces. To reduce the potential for skidding on wet, slippery stair, ranp and walkway surf aces, a non-skid coating could be applied.
2. Reflective tape. Reflective tape strips could be applied to stair rails, aisle centers and other surf aces to increase their visibility and guide movement under conditions of reduced illumination and degraded visibility.
3. Handrails. Where handrails do not exist on stairs and ranps, renov-aDie rails could be added as a personnel safety measure and as a guide to movement. Easily renovable rails would pennit rails to be renoved for maintenance access.
4. Padding Obstructions. Beans partially obstructing walkways could be paaaea to reauce the impact of inadvertent collisions during movement under conditions of reduced visibility.
5. Communication Between Firefighters. It is reconmended that a study be made _of lignt-weight, portaDle, Conmunications devices for voice conmunication within a fire brigade. The noise levels that can be expected to occur during fire containment operations may be sufficiently high to mask the audibility of unaided voice communications anong fire crew members.

The extent to which DLC will implement each of these recommendations for the

! Cable Spreading Roan is as follows:

l 1. Non-skid surfaces. Standard equipnent for the fire brigade includes j boots which are designed to reduce the potential for skidding on wet i surfaces. Steel grating is used for the surf aces of the Cable

3. Handrails. Handrails have been installed on the platfonn and stairs which provide access over the low-running cable trays in the northwest corner of the Cable Spreading Roon. The two lower platfonns are loca-ted in an aisle between cable trays. The cable trays provide a rail for guiding movenent over these platforms and their stairs. Also, the width of these two platforms covers the aisle width and the platforms are provided with toe plates. These features provide adequate safety for personnel traversing these platforms.
4. Padding Obstructions. To reduce the impact of inadvertent collisions during movement under conditions of reduced visibility, obstructions will be padded. These itens will also be marked as stated previously in Iten 2.
5. Communication Between Firefighters. Unaided voice conmunications anong fire crew mencers has been detennined to be adequate during firefighting operations based upon experience gained during training ano drills. i i

The tenporary ranps and pl atforms needed to facilitate passage should be l replaced with pennanent installations that are of sufficient size and design to allow safe passage for firefighters.

Iten 3 Training should be provided for the fire brigade.

Response

Prior to fuel load each menber of the fire brigade will undergo training spect-fically related to firefighting in the Cable Spreading Roon. This training will include walkthroughs of the Cable Spreading Room in full brigade gear.
