COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 97-05 " STEAM GENERATOR TUBE INSPECTION TECHNIQUES." DATED DECEMBER 17, 1997:

NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2 (TAC NOS. MA0475 AND MA0476)

Dear Mr. O'Hanlon:

On December 17, 1997, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 97-05 " Steam Generator Tube Inspection Techniques." The NRC issued GL 97-05 for two principal reasons:

1. To emphasize the importance of performing steam generator tube inservice inspections using qualified techniques in accordance with the '

requirements of Appendix B to 10 CFR Part 50 and

2. to require certain information from addressees to determine whether they are in compliance with the current licensing basis for their respective facilities given their steam generator tube inservice inspection practices.

In GL 97-05, the NRC staff specifically requested that the licensees submit a written response that includes the following information:

(1) Whether it is its (the licensee's) practice to leave steam generator tubes with indications in service based on sizing, and (2) if the response to item (1) is affirmative, those licensees should submit a written report that includes, for each type of indication, a

' description of the associated nondestructive examination method being used and the technical basis for the acceptability of the technique used.

In response to GL 97-05, you provided a letter dated March 17. 1998, for North Anna Power Station, Units 1 and 2. The staff's review of this response did not identify any concerns with the steam generator tube inspection techniques employed at North Anna that would indicate Virginia Electric and Power Company is not in compliance with the current licensing basis for North Anna Power Station Units 1 and 2. Therefore, TAC Nos, MA0475 and MA0476 are closed.
