Dear Mr. Thompson:

Amendnent No. 23 to License No. R-81 was issued by the NRC on July 2, 1985. The amendnent changes the name of the licensee from Union Carbide Subsidiary B Inc. to Cintichem, Inc. Item 5 of Amendnent No. 23 notes that "the change authorized by this amendnent may be implemented on or after its date of issuance." This memo is being written to notify the NRC that this change to Cintichem did take place on August 1,1985.

Cintichem, as of August 1, did acquire all rights, titles, and interest to all capital assets of the Sterling Forest facility and will operate the reactor in compliance within Title 10, Chapter 1 of the Code of Federal Regulations.
