August 28, 1984 Mr. Cecil 0. Thomas, Chief Standardization and Special Projects Branch Division of Licensing U. S.' Nuclear Regulatory Commission Washington, D.C. 20555-

Dear Mr. Thomas:

Union _ Carbide was informed via your May 16, 1984 letter that the NRC has reviewed and accepted our Nuclear Facility Emergency Plan. Following your letter we reviewed and updated our Emergency Implementation Procedures to make the Facility Emergency Plan fully compatible with the implementation procedures. Following these procedure modifications the NRC conducted an on-site appraisal of our Emergency Plan. The appraisal team exit interview, conducted by Mr. I. Cohen of Region I, revealed several areas where the NRC may request plan or procedure changes. Union Carbide is presently awaiting the appraisal team's written comments.

When we receive these we will ex>editiously review and change our plan or procedures as required. After t1ese changes have been made and after all effected personnel and equipment have been updated we will fully +

implement our plan.

Sincerely, William G. Ruzic Manager Nuclear Operations WGR:js So-Gy e4090gl'ol@S$!4 -
