| - INTERNAL MEETING OF THE BROWNS FERRY UNIT 1 RESTART PANEL - DOCKET NO. 50-259On November 8, 2006, the Nuclear Regulatory Commission (NRC) held a meeting of the NRCBrowns Ferry 1 (BF1) Restart Oversight Panel at the TVA Browns Ferry Site in Athens, Alabama. The panel was established in accordance with NRC Inspection Manual Chapter (IMC) 2509, "Browns Ferry Unit 1 Restart Project Inspection Program." The purpose of IMC 2509 is to provide the policies and requirements for the restart inspection program, the BF1 Restart Oversight Panel, and the documentation of the major regulatory and license actions associated with the restart. In addition, the IMC provides guidance for assessing the licensee's readiness for restart and the return of the unit to the Reactor Oversight Process (ROP). The Restart Panel was established via a charter issued on October 13, 2005. The purpose of the panel meeting was to discuss the BF1 restart project status and review keyissues. Discussion topics during this internal NRC meeting included: BF1 Restart date and ACRS request to review 105% operation prior to startup; status of licensing activities; fire protection program status; review of Inspection Plan and Schedule (IP&S) reports; fuel load status; review of allegations; listing of memos and letters to be issued; update on Generic Communications and the public website; and the next public meeting on December 18th at Calhoun Community College. The NRC will continue to inspect BF1 restart activities and will also focus on upcoming activities relating to fuel load.As of this meeting, Catherine Haney has replaced Cornelius Holden as Vice-Chairman of theBF1 Restart Oversight Panel.
