The discharge was from a portable diesel generator in the area west of Unit 2. There were no personnel injuries resulting from this discharge.

This discharge was reported to the New Jersey Department of Environmental Protection (NJDEP) Hotline and assigned Case No. 96-12-14-0847-01 by Operator No. 4. As the discharge of fuel oil to a navigable waterway is regulated under 40 CFR 112, notification of this discharge was also made to the U.S. Coast Guard via EPA's National Response Center. The National Response Center assigned Case No. 370-430. This condition caused a visible sheen of oil to travel to a storm drain which ultimately resulted in a discharge to the Delaware River. (Maps enclosed - See Figure 2)

MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Upon discovery, the discharge was stopped and contained. PSE&G personnel placed sorbent booms around the storm drain to prevent further discharge to the Delaware River. The secondary containment was pumped out and the affected area was cleaned up and remediated. Negligible costs were incurred.

CORRECTIVE MEASURES:

PSE&G is conducting an internal review of the events related to this discharge. This internal review, scheduled for completion by February 19, 1997, will include recommended corrective actions to reduce the potential for future occurrences. PSE&G will submit the recommended corrective measures to NJDEP no later than February 28, 1997.
