OF THE APRIL 3, 2018, TELECONFERENCE WITH NUSCALE POWER, LLC TO DISCUSS CONTROL ROOM HABITABILITY The U.S. Nuclear Regulatory Commission (NRC) staff requested this public meeting to discuss their questions related to: (1) the dose in the main control room (MCR) under various scenarios, and (2) plant operators' role to mitigate the consequences of a beyond design-basis event. This meeting was a follow-up to the NRC staff and NuScale Power, LLC (NuScale) meeting regarding NuScales main control room design and habitability on February 26, 2018. The summary of February 26, 2018, meeting is available in Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18065A697.
To provide further clarification to NuScales response to NRC staffs RAI 9079 (ADAMS Accession No. ML17291A672), the NRC staff asked NuScale to discuss whether they had done any analyses to determine the sensitivity of the control room design basis event (DBA) dose to potential failure of the non-safety-related control room ventilation systems. NuScale explained that they did not find such analyses to be necessary, and further described the operation of the control room ventilation system (CRVS) and control room habitability system (CRHS) during a DBA to support that decision.
NuScale also informed the NRC staff that there will not be either a CRHS or CRVS specification since the control room and associated ventilation systems do not meet any of the Title 10 of Code of Federal Regulations, Section 50.36(c)(2) criteria for having a limiting condition for operation (LCO) in the technical specifications (TS).
NuScale, however, agreed to the following two actions:
: 1. include the availability and reliability requirements and controls in an owner-controlled requirements manual, along with required testing (i.e., surveillances) comparable to what would be in technical specifications. The contents of the owner-controlled requirements manual will be provided, and
: 2. include in the final safety analysis report (FSAR) information on how the general design criteria (GDC) 19 requirements for maintaining a safe control room during normal and accident conditions would be met, particularly from a dose perspective. Also, information would be included on the expectations on how the control room would be maintained in an available status after 72 hours; the assumption being that the CR would be available thru 72 hours via the air bottles (air bottle requirements would be included in the owner-controlled requirements manual, along with leakage, ventilation and temperature requirements, to name a few requirements to be included in the owner-controlled requirements manual).
The NRC and NuScale staffs emphasized the need for further interactions and that supplemental information from NuScale was needed to enable the NRC staff make a safety finding regarding NuScales control room habitability system air bottle design.
