NUCLEAR REGULATORY COMMISSION STAFF QUESTIONS RELATED TO THE NUSCALES MAIN CONTROL ROOM DESIGN AND HABITABILITY On February 26, 2018, representatives of the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC (NuScale) held a public teleconference meeting to discuss the NRC staffs questions related to the NuScales main control room design and habitability. captures the summary of the topics discussed during the teleconference. OF THE FEBRUARY 26, 2018, TELECONFERENCE WITH NUSCALE POWER, LLC TO DICUSS CONTROL ROOM HABITABILITY The U.S. Nuclear Regulatory Commission (NRC) staff requested this public meeting to get a better understanding from NuScale as to how its small modular reactor design supports operator safety during all phases of operations, including normal as well as design-basis and beyond-design-basis events. The NRC staff asked the following two questions related to NuScales main control room air bottles:

1. The need for surveillance technical specifications on control room habitability system air bottles, and

2. The ability to refill/replace the air bottles in the main control room.

NuScale representatives stated that a surveillance technical specification for the control room habitability system air bottle in the main control room is not required. NuScale representatives further discussed several regulations, precedents, and guidance documents that they believe support that position. The NRC staff stated that they have issued requests for additional information and have received NuScales responses, however, the staff did not have sufficient information to agree or disagree with NuScales position that its control room habitability system air bottle design meets the applicable regulatory requirements.

The NRC and NuScale staffs emphasized the need for further interactions and that supplemental information from NuScale was needed to enable the staff make a safety finding regarding NuScales control room habitability system air bottle design. NuScale and the NRC staffs agreed to schedule another public meeting in late March to discuss this topic further.
