OF THE APRIL 9, 2018, TELECONFERENCE WITH NUSCALE POWER, LLC TO DICUSS STAFFS QUESTIONS RELATED TO CHAPTER 20, MITIGATION OF BEYOND DESIGN BASIS EVENTS The U.S. Nuclear Regulatory Commission (NRC) staff requested this public meeting to discuss several questions related to the information contained in Chapter 20, Mitigation of Beyond Design Basis Events, of the NuScale Power, LLC design certification application (DCA). The NRC staffs detailed questions are available publicly in Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18085A072.
During the meeting, the NRC staff emphasized the need for clarity and consistency in the DCA with respect to NuScales coping duration. Specifically, the NRC staff pointed out to NuScale that based on the docketed available information, the staff is unable to verify NuScales 30-day coping capability, for both cooling and monitoring.
Regarding spent fuel pool level (SFP) monitoring capability, NuScale stated that they want to evaluate the option of separating monitoring because it is not a key factor to demonstrate adequate cooling. The SFP level monitoring is currently limited to 72 hours using the highly reliable direct current system (EDSS) and an additional 72 hours with the backup batteries.
The NRC staff believes that the current language in the NuScale DCA, Section 20.1.3, is ambiguous and could be misconstrued by a future combined license (COL) applicant that they have 30 days to coping capability after the onset of a beyond design basis event. The NRC staff recommended that NuScale should clarify inconsistencies in the DCA. NuScale agreed to evaluate the information in the DCA, Chapter 20, to clearly identify their coping strategy/duration.
With respect to NRC staffs request for additional information (RAI) 9064, NuScale agreed to supplement its original response (ADAMS Accession No. ML17320B039) with additional information. NuScale also agreed to evaluate if a revision to COL 20.1-8 is needed to address staffs concerns regarding adequate protection of the storage of backup batteries.
