CATEGORY 1 DISCREPANCIES NRC Concern

a. Control Room Noise - Noise measurements taken at 3 locations throughout the control room ranged from a low of 66 dB(A) to a high of 76.5dB(A).

Response

The background noise originates from the air conditioning ducts located in the control room ceiling. Alabama Power Company will relocate the volume control diffusers and rebalance the flow rates throughout the system before exceeding 5% power. This relocation and rebalancing should reduce the background noise to an acceptable level. Alabama Power Company will perform a confirmatory sound survey to verify that the noise level is at an acceptable level before exceeding 5% power.

NRC Concern

b. Annunciator Prioritization - With the exception of the first out, annunciators lack prioritization by color.

Response

Alabama Power Company will develop a list of annunciators that should L.

receive more operator attention during an accident. Identified,gnnun-ciators will be prioritized by color before fuel loading.

NRC Concern

c. Annunciator Alarms - Alarms levels are barely audible above ambient noise levels.

- Response Alacan. Power Company will increase the main control board, balance of plant and emergency power board annunciator alarm levels to 6-8 dba above the ambient noise level prior to initial criticality. Reduction of the background noise will result in more audible alarm levels.

NRC Concern

4. Accidental Actuation - Switches (GEMCO) near the edge of the console are subject to accidental actuation.

Response

Alabama Power Company will extend the horizontal portion of the main control board to prevent inadvertent operation of controls before initial criticality. A

_ .= .. .. _- ..

NRC Concern

e. Color Coding - Color of demarcation tape has no significance and the tape is not a permanent installation.

4

Response

Alabama Power Company will review the color utilized for demarcation.

A color will be used that provides significance and the tape will be

- pennanently installed before exceeding 5% power.

4 NRC Concern

f. Operator Aids - All operator aids should be made permanent (i.e., yellow tape used to flag important meters).

Response

Alabama Power Company will permanently install operator aids before fuel load.

NRC Concern

g. Labeling - Components, systems, subsystems and panels, back panels and some components are mislabeled.

~

Response

f . Alabama Power Company will review the main control board and will relabel as required before fuel load.

. NRC Concern

._ h. process Computer - One of two CRT's is inoperable; alarm printer paper feed is not operating properly.

Response

Alabama Power Company will ecoect the paper feed problem and ensure that both main control room CRT's are operable before initial criticality.

NRC Concern.

1. Controllers - All reverse acting valve controllers should be either changed, oriented or labeled for consistent open/close or increase / -

decrease positions.

Response

Alabama power Company will consistently label (open/close) reverse
