OF THE JUNE 20, 2018, TELECONFERENCE WITH NUSCALE POWER, LLC TO DICUSS THE U.S. NUCLEAR REGULATORY COMMISSION STAFFS QUESTIONS RELATED TO CHAPTER 10, STEAM AND POWER CONVERSION SYSTEMS On June 20, 2018, representatives of the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC (NuScale) held a public teleconference meeting to discuss the NRC staffs questions related to the NuScale Design Certification Application, Tier 2, Chapter 10, "Steam and Power Conversion Systems." captures the summary of the topics discussed during the teleconference. OF THE JUNE 20, 2018, TELECONFERENCE WITH NUSCALE POWER, LLC TO DICUSS THE U.S. NUCLEAR REGULATORY COMMISSION STAFFS QUESTIONS RELATED TO CHAPTER 10, STEAM AND POWER CONVERSION SYSTEMS The U.S. Nuclear Regulatory Commission (NRC) staff and NuScale Power, LLC (NuScale) discussed NuScales response to the staffs request for additional information (RAI) (9122, Question 10.04.07-3). The NRC staff requested the applicant to propose a combined license (COL) information item to provide operating and maintenance procedures to address water hammer issues for the Condensate and Feedwater System (CFWS). The NRC staff found that the final safety anaylsis report (FSAR) did not sufficiently address water hammer prevention and mitigation measures for the CFWS. Specifically, the FSAR does not ensure that when operation and maintenance procedures are developed, that they will conform to the water hammer-related guidelines outlined in applicable sections of the NuScale Design Specific review standard (DSRS) Section 10.4.7 and NUREG-0927, Evaluation of Water Hammer Occurrence in Nuclear Power Plants. Providing information in the FSAR on the key elements that water hammer prevention measures should take into consideration in FSAR, Tier 2, would ensure development of operating and maintenance procedures by a combined license applicant to minimize the potential for water hammer in the CFWS.

During the meeting, NuScale pointed the NRC staff to several places in the design certification application (DCA) where NuScale had discussed its design features that would demonstrate conformance to the guidance documents and compliance with the applicable regulations. The NRC staff informed NuScale that the presented information in the DCA was not sufficient to allow the staff make a reasonable assurance finding regarding the potential impact of a water hammer event on CFWS. NuScale agreed to strengthen the information contained in Section 10.4.11.3 to demonstrate NuScales conformance with Section 3.0, Water Hammer Prevention and Mitigation Measures, of NUREG-0927, Rev. 1 and NuScale DSRS Section 10.4.7 acceptance criteria.

Before the meeting was adjourned, NuScale also mentioned RAI 9058 and NuScales revised methodology to evaluate a turbine missile event. The NRC staff requested NuScale to provide a copy of the changes in their methodology compared to what has been provided on the docket for the staffs review before the staff could provide any feedback to NuScale. On June 26, 2018, the NRC received a document from NuScale, entitled, NuScale Power, LLC Submittal of Changes to Tier 1 and Tier 2 of the NuScale Final Safety Analysis Report to Support Safeguarding Essential SSC from Turbine Missiles Using Barriers.
