ABSTRACT The        plant      was operating in Mode 1 at 50 percent Reactor power on June 30, 1987.          General Procedure (GP)-005, Power Operation, requires a heat balance to be completed at 50 percent power prior to increasing power to 100 percent.
The on-shift crew reviewed Operations Surveillance Test (OST)-1004, Power Range Heat Balance, which is to be performed every 24 hours, to see when the last calorimetric was performed. During the review, at 2120 hours,                                                                                  it    was found a calorimetric had last been perfornied via OST-1004 on June 29 at 0750 hours, and              it      was determined that the surveillance interval had been exceeded.              A calorimetric was then immediately initiated and successfully completed at 2210 hours, exceeding the maximum time interval by approximately 8    hours.
No      safety consequences resulted from this event as'he Nuclear Instrumentation agreed with the calorimetric when performed.
This event is being reported under 10CFR50.73(a)(2)(B) as                                                                  a    violation of Technical Specification 4.3.1.1 Table 4.3-1.

DESCRIPTION:
The      plant      was    operating in Mode 1 at SO percent reactor power on June 30, 1987. Plant operators were preparing to increase reactor power to 100 percent. General Procedure (GP)-005, Power Operation (Mode 2 to Mode 1),
requires a heat balance to be performed at approximately SO percent power prior to increasing power to 100 percent. The heat balance is required only if the turbine was shut down for longer than with                            24 hours. The calorimetric data the power range nuclear from the heat balance is used for comparison instruments to ensure the accuracy of the power range instrumentation.
Technical. Specification 4.3.1.1 Table 4.3-1 requires a daily surveillance test be performed to compare power range nuclear instruments to a calorimetric.
This is completed per Operations Surveillance Test (OST)-1004, Power Range Heat Balance.
When      operations personnel reached the step in GP-005 which requixes the calorimetric be performed, they began a review of OST-1004 to determine if one had been performed in the previous 24 hours; this would eliminate the need to perform another calorimetric for GP-005. During the review, it was found that the last performance of OST-1004 was on June 29 at 0750 hours. At 2120 hours, it was determined that the 24 hour surveillance interval,                                  including the 25 percent maximum allowable                        surveillance    extension,      had been  exceeded.          A calorimetric was then immediately                        initiated      and  successfully    completed          at 2210 hours, exceeding the maximum time interval by                                8 hours and  20  minutes.
CAUSE The cause            of the event was human error. The control room staff inadvertently missed the daily required surveillance as they were waiting for the plant to stabilize in power prior to performing the test. It has been determined that the control room staff is well aware of their daily requirements and that this is an isolated incident.
ANALYSIS No    safety consequences resulted from this event as the comparison of the calorimetric to the power range nuclear instruments showed they were within acceptable tolerance.
This event is being reported under 10CFR50.73(a)(2)(B) as                                  a  violation of Technical Specification 4.3.1.1 Table 4.3-1.
