Dear Mr. Pacilio:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Quad Cities Nuclear Power Station. The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Karl Moser, Training Manager. Note that any examination waivers and application denials have been addressed in separate correspondence. The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of 021, "Operator Licensing Examination Standards for Power Reactors," one day during the week of April 30, 2012. The NRC staff will administer the operating tests during the week of April 23, 2012. Please contact Mr. Bruce B. Palagi, Chief Examiner, at 630-829-9611, if you have any questions or identify any errors or changes in the license level (RO or SRO) or type of examination (partial or complete written examination and/or operating test) specified for each applicant. Dear Mr. Pacilio:

In a telephone conversation on January 11,2012, between Mr. E. Pannell, Operations Training and Mr. Bruce Palagi, Chief Examiner, arrangements were made for the administration of licensing examinations at the Quad Cities Nuclear Power Station during the weeks of April 23, 2012 and April 30, 2012. In addition, the NRC will make an examination validation visit to your facility the week of April 2, 2012. As agreed upon during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9, Supplement 1, of NUREG-1021 , "Operator Licensing Examination Standards for Power Reactors." The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered. To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by February 7,2012. The written examinations, operating tests, and supporting reference materials identified in Attachment 3 to ES-201 will be due by March 5, 2012. Pursuant to Title 10, Section 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55.40(b)(3>>, an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled. In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final. Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered. M. Pacilio To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024), and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date. This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 etseq.). These information collections were approved by the Office of Management and Budget, approval number3150-0018. The public reporting burden for this collection is estimated to average 500 hours per response, including the time for reviewing instructions, gathering and maintaining the data needed, and completing and reviewing the collection of information. Quad Cities Generating Station requests a date change for the CY2012 Initial Operator License Examination. The current Nuclear Regulatory Commission schedule shows a start date of March 26,2012 and end date of Apri16, 2012. Quad Cities Station requests a start date of Apri123, 2012 and end date of May 4,2012. The requested change in dates is to add one month of exam development time. This is due to a month long simulator outage required to replace critical hardware components. Additionally, conversations with the Region III scheduler indicate the requested time period is available. We have received your corporate letter RS-10-130. In that letter, you requested an initial operator licensing examination be scheduled at the Quad Cities Nuclear Power Station for September 2013 and February 2015. In response, we have scheduled an initial operator licensing examination for the weeks of October 14 and 21, 2013, at the Quad Cities Nuclear Power Station. Additionally, we have scheduled an initial operator licensing exam for the week of March 23, 2015. On-site validation of these examinations is tentatively scheduled approximately three weeks prior to the examination dates. We note that you were previously scheduled for an initia.l operator licensing exam the week of March 26, 2012. Per your request, we have rescheduled this exam for the weeks of April 23 and April 30, 2012. We have scheduled an onsite validation date of April 2, 2012. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the examinations unless we determine it is necessary for the NRC to develop an examination in which case, we will notify you immediately upon discovery of that need. Because your letter indicated that there were more than nine applicants being considered for each of these examinations, the examinations were each scheduled for two weeks. Please inform us if the number of candidates change for any examination as this will impact the examination schedule. Also, please inform us at your earliest opportunity if you discover you need to change the scheduled dates for the examinations. A supplementary letter will be sent to the training department approximately 120 days prior to the examination informing the training manager of the chief examiner's name. Dear Mr. Pardee:

In a letter dated August 13, 2009 (RS-09-109), your staff responded to Regulatory Issue Summary (RIS) 2009-11, and requested we schedule initial license operator examinations for the Exelon Nuclear Plants. In a separate letter dated March 19, 2009 (U-603882), Clinton Power Station requested an examination be administered in October or November 2010 that was not included in your RIS response letter. That examination has been added to your examination schedule. In a separate letter dated November 18, 2009 (U-603924), Clinton Power Station requested we not schedule the examination requested in December 2011 per your letter, but retain an August 2011 examination scheduled from your response to the 2008 RIS for examination scheduling. In a separate letter dated January 6, 2010 (Byron 2010-0003), Byron Station requested we change the dates of their examinations proposed for 2011,2012, and 2013 to other dates. We were unable to accommodate the April 2013 examination requested for Quad Cities Nuclear Power Station. It is currently listed as uTo Be Determined" as we are currently negotiating a mutually acceptable examination date with Quad Cities training department personnel. This letter confirms scheduling of the requested examinations at the Region III Exelon power plants and incorporates the changes requested by Clinton Power Station and Byron Station. Attachments 1 through 10 provide responses to RIS 2009-11 for the Exelon Generation Company, LLC (EGG) plants identified above. The requested information for each facility is provided on a separate NRC Form 536. In calendar year 2010, eight candidates are expected to take the dual-site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment
6. The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO examination is a dual-site examination that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on Attachment 6 for LGS. In a letter dated July 22, 2008, (RS-08-092) your staff responded to Regulatory Issue Summary 2008-16 and requested we schedule initial license operator examinations for the Exelon Nuclear Plants. In a separate letter dated July 11, 2008, (KKM-08-001) the Quad Cities Nuclear Power Station Training Manager requested a change to the start date of the Station's 2009 examination. This letter confirms scheduling of the requested examinations at the Region III power plants and the change requested for the Quad Cities Nuclear Power Station 2009 examination. We have tentatively scheduled the requested examinations to occur as follows: Station Braidwood Byron Clinton Dresden LaSalle Quad Cities 2009 10105 N/R 8/24 03/09 N/R 11/30 2010 N/R 9/27 N/R 03/08 09/13 N/R 2011 6/20 9/12 8/22 3107 N/R 5/30 I 2012 N/R 9/10 N/R 3/05 9/17 3/26 N/R -None Requested On-site validation of the examinations is tentatively scheduled to occur approximately three weeks before each scheduled examination. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you and the affected station's training department immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date. We understand that your staff will develop the proposed examinations unless we discover it is necessary for the NRC to develop an examination. Because the examinations have greater than nine anticipated applicants, each examination is scheduled for two weeks. Please inform us if the number of candidates declines below ten for any examination as this will impact the examination schedule. Please inform us at your earliest opportunity if you discover a need to change any of the dates of the scheduled examinations. C. A supplementary letter will be sent to each station's training department director approximately 120 days prior to the initial examination. In calendar year 2009, six candidates are expected to take the dual-site Limited Senior Reactor Operator (LSRO) initial license examination as indicated on Attachment

8. The schedule for the indicated examination is as follows: the written examination and a portion of the operating examination will be given at Limerick Generating Station (LGS); the remainder of the operating examination will be completed at Peach Bottom Atomic Power Station (PBAPS).

Since the LSRO examination is a dual-site examination that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the examination scheduling information is provided on Attachment 8 for PBAPS. Attachment 6 for LGS references Attachment 8 where appropriate. There are no regulatory commitments contalned within this letter.
