UPDATED INSPECTION PLAN AND ASSESSMENT FOLLOW-UP LETTER FOR QUAD CITIES NUCLEAR POWER STATION (REPORT 05000254/2024005; 05000265/2024005)
Dear David P. Rhoades:
The enclosed inspection plan lists the inspections scheduled through June 30, 2026, for the Quad Cities Nuclear Power Station. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last 12 months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.
Between November 3 and 21, 2025, and May 18 to June 5, 2026, the NRC will be performing Functional Engineering Inspections in the areas of Fire Protection and Commercial Grade Dedication, respectively, at your facility.
In the 2023 Annual Assessment Letter for Quad Cities Nuclear Power Station (ML24059A007),
the NRC identified a cross-cutting theme in the Human Performance area, associated with the aspect of conservative bias (H.14). Although the licensee initiated a casual analysis to address this trend, during the consecutive six-month assessment period from June 2023 until July 2024, seven additional findings were identified associated with this same aspect, indicating that this cross-cutting theme continues to exist. Therefore, the agency plans to continue to take actions prescribed in IMC 0305 to monitor the licensees efforts to address the issue.
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
