ANNUAL ASSESSMENT LETTER FOR QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (REPORT 05000254/2023006 AND 05000265/2023006)

Dear David Rhoades:

The NRC has completed its end-of-cycle performance assessment of Quad Cities Nuclear Power Station, Units 1 and 2, reviewing performance indicators (PIs), inspection results, and enforcement actions from January 1, 2023, through December 31, 2023. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility. The NRC concluded that overall performance at your facility preserved public health and safety. The baseline inspection program was completed at your facility as defined in Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase.

The NRC determined the performance at Quad Cities Nuclear Power Station, Units 1 and 2, during the most recent quarter was within the Licensee Response Column, the highest performance category of the NRCs Reactor Oversight Process (ROP) Action Matrix, because all inspection findings had very low safety significance (i.e., Green), and all PIs were within the expected range (i.e., Green). Therefore, the NRC plans to conduct ROP baseline inspections at your facility. At the beginning of this assessment period, Quad Cities Nuclear Power Station, Unit 2, was in the Regulatory Response Column of the Action Matrix based on one or more greater-than-Green findings. The NRC determined that Quad Cities Unit 2 transitioned to the Licensee Response Column (Column 1) of the Action Matrix on May 4, 2023, following a supplemental inspection documented in NRC Inspection Report 05000265/2023040 (ML23173A003).

The NRC identified a cross-cutting theme in the Human Performance area. Specifically, six findings were identified in the assessment period that demonstrated a trend in human performance issues, associated with the aspect of conservative bias (H.14). The licensee has initiated causal analyses to address this trend. The NRC plans to review the licensees efforts to address the trend consistent with cross-cutting theme follow-up actions in IMC 0305, Operating Reactor Assessment Program, and should a theme continue to be present at the next assessment cycle the agency plans to continue to take actions prescribed in IMC 0305 to monitor the licensees efforts to address the theme. The enclosed inspection plan lists the inspections scheduled through December 31, 2025.

The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last 12 months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
