2023 Corporate Regulatory Commitment Change Summary Report This letter submits the subject commitment change summary report for the Constellation Energy Generation, LLC (CEG) stations listed pertaining to corporate-related commitment changes processed during the period from January 1, 2023, through December 31, 2023. A summary of the commitment change is contained in the attachment to this letter.

Letter from Pamela B. Cowan (Exelon Generation Company, LLC / AmerGen Energy Company, LLC) to U.S. Nuclear Regulatory Commission - Request for Authorization for Use of Delta Protection Mururoa Model BLU Single-Use Self-Fed Respiratory Protection Equipment, dated February 15, 2007 (Correspondence Tracking Nos. RS-07-018, 5928 20019, and 2130-07-20453) (ML070470639).

Original Commitment:

By letter dated July 7, 2007 (ML071690224), the NRC granted approval for use of the Mururoa BLU suit at the following sites: Braidwood Station, Byron Station, Clinton Power Station, Dresden Nuclear Power Station, LaSalle County Station, Limerick Generating Station, Oyster Creek Nuclear Generating Station(1), Peach Bottom Atomic Power Station, Quad Cities Nuclear Power Station, and Three Mile Island Nuclear Station (Unit 1).

Eight (8) commitments (i.e., Action Requests 1122163-04 to 1122163-11) were created to identify and track NRC program requirements associated with the NRCs approval to use the Mururoa BLU encapsulating suit. The Mururoa BLU PAPR is a non-NIOSH approved respiratory device which required NRC approval for use of a protection factor in accordance with 10CFR20.1703(b), "Use of individual respiratory protection equipment."

(1) Constellation Energy Generation, LLC is no longer the licensee for Oyster Creek Nuclear Generating Station.

Subject of Change:

The Mururoa BLU suit is not used by any site and there is no anticipated use in the future. Its only documented use was at Limerick during Unit 1 Refueling Outage L1R13 in 2010. The blowers, batteries, filters, and suits are no longer part of the Limerick respiratory protection inventory and have been removed and/or discarded. Use of this suit is discontinued.

Revised Commitment:

The Mururoa BLU suit is not used by any site and there is no anticipated use in the future.

All related equipment (blowers, batteries, filters, and suits) has been removed or discarded eliminating any potential adverse regulatory impact.

Basis:

The Mururoa BLU self-contained suit was originally approved for use as an alternative to the airline supplied Mururoa suits. This suit was briefly piloted at Limerick during Unit 1 Refueling Outage L1R13 in 2010. As noted, all related equipment (blowers, batteries, filters, and suits) has been removed or discarded and use of this suit is discontinued. The intent is to delete the corresponding commitments and eliminate this device from the Fleet Respiratory Program. This includes cancellation of Radiation Protection (RP) implementing

Attachment Constellation Energy Generation, LLC 2023 Corporate Regulatory Commitment Change Summary Report Page 2 of 2 procedure (RP-AA-825-1012) as well as related lesson plans and Learning Management System (LMS) qualifications codes used to track training as it applies to this suit.

Use of the Mururoa BLU encapsulating suit was limited to respiratory protection requirements in the event of an airborne event. The device was operated by a battery powered blower unit equipped with filters. If used, the device would have no physical or electronic connection to any safety-related equipment. Therefore, this would eliminate any negative impact or consequences on the ability of a structure, system, or component to perform its safety function, or inhibit personnel needed to ensure the structure, system or component is capable of performing its intended safety function.

Summary There is no adverse regulatory impact anticipated related to discontinuing the use of this suit and deleting the associated commitments regarding its use.
