Confusing as to the status of the reactor since it cant be both at 100% and QCOA 3800-03 calls for a SCRAM. Change the tense. The confusion results from providing subsequent data for only 1 Unit. Clarify for both Units.
Distractor 2 states that CRD is cooled by TBCCW and is secured yet QCOA 3800-03 states that a CRD can be left in operation if the bearing temperatures are monitored.
Since QCGP 2-3 Attachment F places bypass valves in service this means that A is also a correct choice. Again, need to specify using the ICs in the stem what entered and executed actually means for step completion within the QCOA. Closing the MSIVs and securing the EHC pumps removes BPVs as a viable option, even if CRD is still in service. (How is RWCU used for Pressure control, simply lowering RPV temperature? Maybe swap around?)
