Dear Mr.Congel:

Enclosed is a copy of the report for the February 28 March 1, 1989,'ngestion Pathway Zone and Reentry/Recovery Exercise.This was a continuation of the exercise of the offsite radiological emergency=response plans for WNP-2 conducted September 13-14, 1988.Due to an actual emergency during the September exercise, the State of Washington was*unable to participate at full-participation level, as scheduled.

The attached report was prepared by Region X of the Federal Emergency Management Agency (FEMA)and transmitted to FEMA Headquarters on July 18, 1989.The one deficiency observed during the exercise was that the State of Washington failed to demonstrate the ability to direct, coordinate and control emergency activities.

The inadequacies identified as a deficiency are described under objective 3.FEMA also observed several related inadequacies, discussed in the State of Washington exercise evaluation portion of this report under objectives 3, 13, 29, and 30.As a result of the deficiency and related inadequacies identified during the exercise, the recommendations for corrective actions have been discussed with the exercise participants and preliminary concurrence in our evaluation and recommendations has been indicated by all response agencies.FEMA Region X is awaiting the schedule of corrective actions from the State of Washington.

FEMA will monitor the State'progress in correcting the exercise inadequacies.

Additional verification of corrective actions will be provided by FEMA Region X during future drills and exercises.

A copy of this report has been forwarded to the.State of Washington.
