MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN - R. E. GINNA NUCLEAR POWER PLANT

On August 12, 2009, the NRC staff completed its performance review of R. E. Ginna Nuclear Power Plant (Ginna). Our technical staff reviewed performance indicators (PIs) for the most recent quarter and inspection results for the period from July 1, 2008, through June 30, 2009. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility.
This performance review and enclosed inspection plan do not include security information. A separate letter designated and marked as "Official Use Only--Security Information" will include the security cornerstone review and resultant inspection plan.
Plant performance for the most recent quarter at Ginna was within the Regulatory Response column of the NRC's Action Matrix, based on one finding having low to moderate safety significance (White). This finding involved Ginna's inadequate implementation of a preventive maintenance (PM) program for the turbine-driven auxiliary feedwater (TDAFW) pump governor that led to a failure of the pump to operate properly during a December 2, 2008, surveillance test. After an additional TDAFW pump failure in May 2009, the NRC initiated a Special Inspection Team (SIT) on June 8, 2009, due to the safety significance associated with multiple failures of the TDAFW pump during surveillance tests. While the SIT inspection was ongoing, the TDAFW pump experienced an additional failure. The SIT inspection was conducted in accordance with the guidance of NRC Inspecti on Procedure 93812, "Special Inspection," and a final exit meeting was conducted on August 27, 2009. The SIT inspection report will be issued within 45 days following the final exit meeting for the inspection. The SIT results will be provided to you in separate correspondence and may result in a change to our assessment of the plant's performance and the facility inspection plan.
Based on our current assessment of performance for Ginna, we plan to conduct, in addition to the reactor oversight process (ROP) baseline inspections at your facility, a supplemental inspection using Inspection Procedure 95001, "Inspection for One or Two White Inputs in a Strategic Performance Area," when your staff notifies us of your readiness for the inspection.

In addition to the 95001 supplemental inspection and the baseline inspections, we plan on conducting an independent spent fuel storage installation (ISFSI) inspection and a license renewal follow-up inspection. The inspection plan is provided to allow for the resolution of any scheduling conflicts and personnel availability issues well in advance of inspector arrival onsite. Routine resident inspections are not listed due to their ongoing and continuous nature. The inspections in the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle review.
