R. E. GINNA NUCLEAR POWER PLANT - WITHDRAWAL OF AN AMENDMENT REQUEST (EPID L-2021-LLA-0124)

Dear Mr. Rhoades:

By letter dated August 22, 2022, Constellation Energy Generation, LLC (Constellation) submitted a license amendment request for R. E. Ginna Nuclear Power Plant (Ginna) Renewed Facility Operating License No. DPR-18.The license amendment request specifically revises Technical Specifications (TS) TS 5.6.5, Core Operating Limits Report (COLR). The proposed change revises TS 5.6.5 to replace the curr ent NRC approved Loss-of-Coolant Accident (LOCA) methodologies with a single, newer NRC approved LOCA methodology, the FULL SPECTRUMTM LOCA Evaluation Model (FSLOCATM EM), that is contained in WCAP-16996-P-A, Rev. 1, Realistic LOCA Evaluation Methodology Applied to the Full Spectrum of Break Sizes (FULL SPECTRUM LOCA Methodology).

By letter dated December 28, 2022 (ML22362A038), Constellation requested to withdraw the application from NRC review. The NRC acknowledges your request to withdraw the application.

NRC staff activities on the review have ceased and the associated Cost Activity Code number has been closed.
