Dear Mr. Butler:

The NRC Safety Evaluation-Report (SER) for Clinton Power Station

-(CPS)' NUREG-0853 dated February 1982, contains a requirement by the NRC Staff for Illinois Power Company (IPC) to participate in a safety-relief valve (SRV) surveillance program. This requirement was made to

~

-establish-data on the Dikkers pressure relief valves, including all

-abnormalities ranging from minor wear observed during normal inspection l to complete failures, including failure to open or close and inadvertent operation.

IPC' letter U-0343 dated December 3, 1981, incorporated the Licensing Review Group II BWR (LRG-II) position paper on generic issue l RSB-into the CPS Operating License application. The position is to ll participate in a safety relief valve surveillance program, the primary

' objective of which is to gather data to identify generic SRV problems.

l The Institute for Nuclear Power Operations (INPO) was requested to accept responsibility for centralized compilation of the required data.

! Subsequently, this LRG-II issue was closed via NRC letter dated August 17, 1982 (copy attached) and the Perry SER NUREG-0887, Section 5.2.3.

. The participation by IPC.in this surveillance program has been L

instituted at CPS by Operating Procedure CPS No. 10P3831.01N, " Safety Relief. Valve Report." Reporting of SRV leakage events and actuation events are performed on a quarterly-basis. " Leakage events" are defined i to include no leakage comments and " actuation events" include an event requiring an SRV to lift. An SRV failing to lift when required is also considered and reported as an actuation event.

Other CPS procedures will be followed to detect abnormalities in-valve condition, including occasions of minor wear to occasions of l complete failure.. These procedures include:

. CPS No. 9242.01 "SRV Surveillance Testing"

-by other participants in the program. This information is then provided by INPO in their annual reports on the SRV Surveillance Program.
