Dear Ms. O'Neill:

Water Discharge Permit No. WP0409 River Bend Station - Unit 1 ,

. This is to inform you of a noncompliance with Water Discharge Permit No.

WP0409 for Outfall 004, treated sanitary wastewater from power station to f Grants Bayou. The effluent limitations for total residual chlorine (TRC) in l the outfall are a minimum of 0.8 mg/l and a maximum of 2.0 mg/1. A ' sample collected at 1048 hours0.0121 days <br />0.291 hours <br />0.00173 weeks <br />3.98764e-4 months <br /> on Aprij 6, 1989 contained 0.7 mg/l TRC. When the low TRC level was noted, immediate a'djustments of the calcium hypochlorite dose rates were made to obtain an effluent within the allowable range. Samples taken later on April 6, and again on each of the succeeding three days,

, indicated TRC concentrations of 0.9 - 1.9 mg/1.

, The cause of this excursion was an inability to adjust chlorine dosage with

- effluent of fluctuating flow and oxidant demand, as well as variability in the j quality of hypochlorite tablets. Similar problems were encountered last autumn and last month, the most recent of which was reported in a letter dated 1

March 21, 1989. As noted in a letter dated March 14, 1989, we have hired consulting engineers to provide recommendations f>r a long-term so3ution to the problem of reliable disinfection at Outfall 004. Preliminary results of these studies are now expected before the end of April,1989.
