accordance with Subsection 5.4.1 of *ppendix B to River Bend Station Facility Operating License Humber NPF-47.

River Ibnd Station (RBS) consists of a 936 ffdE General Electric boiling water reactor located on a 3,342 acre site in West Feliciana Parish, Louisiana, 4.1 lan (2.5 mi) southeast of St. Francisville. Waste heat from RBS is dissipatcd '

via a closed-cycle system using four mchanical draft cooling towrs thich draw mkeup water frca the Mississippi Rivet , 3.3 (air) km (2.0 mi) to the southwest.

Blowdown from the norm 1 cooling tower system is dischatx3ed to the Mississippi River through a suberned pipe alxxit 200 mters (660 ft) downstream fran the makeup water intake.

Appendix B to the RSS operating license is the Environmental Protection Plan (Nonradiological), or EPP, which has the following principal objectives:

1. To verify that the facility is operated in an -environmentally .

acceptable manner, as established in the Final Environmental Staterrunt Related to the Operation of. River Bond Station (NURFB-1073, connonly referred to as the FES-OL) and other Nuclear Regulato1T Caimission (NRC) impact assessments.

2. To coordinate NRC requirements and maintain consistency with other=

Federal, State, and local requirements for environmental protection.

3. To keep _ the NRC infornyxi of = the environnantal effects of facility construction and operation and of actions taken to control . those offects.

The environmental evaluation process is administered through programs governing design Edification and the -

development / revision of written procedures. Before engaging in. additional

A proposed activity involves a UD2D if it concerns:

a) A matter which my recult in a significant incresce in any adverco environmental impact previously evaluated in the FES-OL, environmental inpact appraisals, or in any decisions of the Atomic Safety and Licensing bcard; ,

b) a significant change in effluent or power levels; or- ,

c) a matter, nc. previously reviewod and evaluated in the -

documents specified in (a) arovo, which nay have a significant adverse environmental inpact.

If the activity noets any of these criteria it must either not be performed as proposed or a written evaluation must be prepared and submitted for i prior NEC approval.

4.2 EnvirpnmentaLiknitpdng 4.2.1 ANAtigjbnitQrmg. - Water quality nonitoring was performed in accordance with the requirements established in the station's NPDES and Iouisiana Water Discharge permits. Results were doonented in monthly Discharge Ibnitoring Reports and nonroutine reports (Table 1), as required, submitted to the USEPA and LD1W 4.2,2 IntstdaLit?niforirra. -

Subsection 4.2i2 of the EPP requires nonitoring by aerial photograph beginning two years prior to cooling tower operation and during the following first and third years of operation, This requirement was empleted in 1989 wiwn the

" third year" set of stereo color infrhred :transprencies were monitored. River . Bend Station continued to perform terrestrial nonitoring with aerial photography, and has expanded this monitoring -

to address a -licensing conmitment. to. monitor for and report the ,

The requirenent; to conduct an environmental rLise nonitoring program (EPP Subsection 4.2.3) was completed during 1986/87_ and the_ results were included in the second Annual Environmental Operating Report, In general, the acoustic  :

l environnent in the vicinity of FBS proved to be substantially more L ccciplex than anticipated, tot neither the magnitude ofj increases i attributable to plant operation nor ccomunity reaction exceeded FES-OL predictions.

_ DEKMWNcMERATJ!D REP 0ffLIRB_.1991M2 As a result of completing MR 91-0047 with the addition of equipnent to cupport the closed loop normal service water system an environmental evaluation for noise impact was made. Conclusions of -

that evaluation (attach B of MR 91-0047), were that these rrdifications, which will involve comparable equignent, will not-affect plant noise emiscions.

To support this conclusion, sound test were conducted by GEA Power Cooling Systems, Inc. -on October 28,1992. Results of these test -i revealed that the average noise levels in close proximity to River Bend and the currounding connonity would not be increased by these axlifications as compared to 1980 and 1907 surveys.

S.0 /OMINISTPATIVFePROCEUJRES 5.1 Feviw_arklAudit GSU has provided for independent review and audit of compliance with the EPP. The main group responsible for audits of EPP-related activities, the -

RBS Quality Assurance Department, reported directly t. the Manager -

Oversight during the period covered in this report. All findings 4dentified during the reporting period were satisfactorily resolved and did not indicate a significant deterioration on the activities being audited.

5.2 Rgords_BeWntion Records and logs relative to environmcmtal aspects of plant operation and audit activities are retained in the RBS Pernanent Plant File. These records and logs are available to tne NRC on request. Rmrds of modifications to station structures, systems, and components annined to potentially affect the continued protection of the environmew will be retained for the life of the plant. Other records, data, and logs relating to the EPP will . be retained for five years or, where applicable, in accordance with the requiretrent 4 of the USEPA and LDEQ.
