Dear Ms. Levy:

This letter is a written follow-up to a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> notification for exceeding the permit limit for Free Available Chlorine (FAC) on October 22,1997 during start-up of the station from Refueling Outage 7 (RF-7).

On October 22,1997 River Bend Station was at approximately 30% power as the

. piant was returning to full power from RF- 7. As a result chemicalinjection systems were being adjusted to chemically treat the Circulating Water System (CWS) to compensate for the reduction in power and the resulting reduced heat load on that system. During this evolution problems with the sodium hypochlorite and the ammonium bisulfite feed systems were encountered resulting in an imbalance in feed rates of those systems. The FAC levels in the CWS system were measured to be 5 ppm and ammonium bisulfite feed rates were increased to scavenge the additional FAC. The FAC level at permitted Outfall 001 was 0.18 mg/l as measured in the weekly discharge sample taken for that outfall on October 22,1997. This FAC concentration of 0.18 mg/l did not exceed the Daily Average limit of 0.2 mg/l or the Daily Maximum limit of 0.5 mg/l. - Maximum pounds / day had been exceeded on October 22,1997 based on a flow weighted calculation. The calculated values for these levels were 1.2 lb/ day and 5.2 lb/ day respectively.

To' prevent reoccurrence of this scenario additional tralritrig will be given to departmental personnel on the importance of maintaining CWS FAC levels within acceptable rangen as well as maintaining ammonium bisulfite levels sufficiently high enough to compensate for additional FAC during periods of shock chlorination. In addition, calculations of FAC lb/ day based on grab sample results will be peiformed immediately to assure these limits are not exceeded.

As the plant ascended to full power chemical feed systems were adjusted and the

' FAC levels in the CWS returned to normal. The plant has been operating at full

. power since that time with no abnormal chemical levels recorded in the CWS system.

I certify under penalty of law that this document and all attachments were prepared under the direction or supervision in accordance with a system designed to assure that qualified personnel properly gather and evaluate the information submitted.

Based on my inquiry of the person or persons who manage the system, or those persons directly responsible for gathering the information, the information submitted is, to the best of my knowledge and belief, true, accurate and complete. I am aware that there are significant penalties for submitting false information including the possibility of fine and imprisonment for knowing violations.
