Dear Mr. Givens:

Water Discharge Permit No. WPO409 NPDES Permit No. LA0042731 This letter is a written follow-up to the verbal notification, made by telephone on December 30, 1986, of an unauthorized discharge of Mississippi River water to River Bend Station Outfall 006.

At 2:45 p.m. on December 29, 1986, an overflow of a temporary sludge holding area was discovered. Pumping to the holding area was stopped at 3:15 p.m. and the discharge terminated. Investigation showed that at 10:45 a.m., because of malfunctioning pumps in the sludge return system, the stream had been diverted to the temporary holding area.

During the ensuing period, the capacity of the holding area was exceeded and the overflow followed surface drainage to Outfall 006.

The duration of the discharge was less than 4-1/2 hours and the calculated maximum volume was less than 34,000 gallons. Analysis of the discharge indicated a pH of 7.1 S.U., a Total Suspended Solids of 42.8 mg/1, and an Oil and Grease of 1 mg/1. The discharge was also sampled for Total Organic Carbon and the analysis will be completed and included in the December 1986, Discharge Monitoring Report for Outfall 006. To prevent a recurrence of the discharge, use of the temporary holding area has been discontinued.
