Dear Ms. O'Neill:

i l Water Discharge Permit No. WP0409 l River Bend Station - Unit 1 This is to inform you of a noncompliance with Water Discharge Permit No.

WP0409 for Outfall 004, treated sanitary waste from power station to Grants Bayou. Whereas the effluent limitations for total residual chlorine (TRC) ir.

, the outfall are a minimum of 0.8 mg/l and a maximum of 2.0 mg/1, a . sample i l collected at 0905 on March 9, 1989, contained 0.6 mg/l TRC. When the low TRC I level was discovered, immediate adjustments of the calcium hypochlorite dose rates were made to obtain an effluent within the allowable range. A sample I taken at 1050 on March 9, 1989, indicated a concentration of 0.9 mg/l TRC.

The cause of this excursion was an inability to adfu't s the chlorine dosage wit.h effluent of fluctuating flow and. variable quality. Similar problems l were encountered in September and November 1988, and reported to you in l 1etters dated October 14 and November 17, 1988, respectively.

l In those letters, Gulf States Utilities Company (CSU) indicated that an ,

investigation was underway to determine if changes in design and/or operating  !

practices could improve reliability of chlorination at this outfall. 1 Although some improvement was realized, the present nonconformance indicates l that the measures were inadequate to prevent recurrence. We are now engaging  !

an engineering firm to study our sewage treatment plants (Outfalls 004 and 1 005) with part of the study focussing on disinfection problems at outfall 3 004. Possible solutions include a redesigned chlorination system (e.g.,  !

different contact chamber design, source of hypochlorite) and the possibility  !

of converting to ultraviolet light disinfection (which would require a permit modification). We expect the study to be completed by June 30, 1989, and will inform you of our plants shortly thereafter.
