3 Water Discharge Permit No. WPO409 i NPDES Permit No. LA0042731 i This- letter is a written follow-up to the verbal notification, l made by telephone on October 7, 1986, of an unauthorized i discharge of diluted clarifier sludge at River Bend Station.

On the morning of October 7, 1986, failure of a sludge return pump threatened to flood the pump well and diluted sludge was-pumped from the well to the ground. During the period between '

6:00 a.m. and 8:00 a.m. it is estimated that less than 3,000 gallons of material reached the storm water drainage leading to Outfall 006. Samples collected at Outfall 006 at 9:00 a.m. did not show any marked increase in Total Suspended Solids and the pH was within permitted limits.

The material discharged was diluted sludge from the makeup water clarifiers which provide primary clarification of Mississippi River water for use as cooling water. In the clarifiers the only chemical treatment is the addition of the polyelectrolyte.

Diluted sludge is normally discharged back to the Mississippi-River. It is not expected that the small amount of material would have adversely impacted the receiving water, Grants Bayou.

Gulf States Utilities ~ Company is evaluating possible measures to prevent a recurrence .of this discharge.
