Dear Ms. O'Neill:

Water Discharge Permit No. WPO409 NPDES Permit No. LA0042731 River Bend Station - Unit 1 This is to inform you of noncompliances with Water Discharge Permit No. WPO409&for Outfall 004, treated sanitary waste from power station to Grantf(Bayou. Whereas the discharge limitations for total residual chlorine (TRC) for this outfall are a minimum of 0.8 mg/l and 'a maximum of 2.0 mg/1, the following concentrations were recorded on September 7 and September 22, 1988:

9/7/88 - 3.2, 3.7, 0.5, 0.3, and 0.5 mg/l 9/22/88 - 0.6 and 0.6 mg/l (duplicates)

When the high values were noted on September 7, 1988, 1 mediate efforts to adjust the calcium hypcchlorite dose rates resulted in too great a reduction as shown by the three low concentrations. Later in the day analysis revealed a TRC concentration of 1.1 mg/1, indicating that compliance had been restored.

When the low values were noted on September 22, 1988, a slight adjustment was made and duplicate analyses revealed restoration of compliance at 1.6 and 1.5 mg/1. ,

Both excur;sions were caused by lack of familiarity with a new type of hypochlorite tablets. An investigation has been initiated to determine if changes in design and/or operating practices can improve reliability of chlorination.
