Dear Ms. O'Neill:

Water Discharge Permit No. WP0409 River Bend Station - Unit 1 This is to inform you of a noncompliance with Water Discharge Permit No.

WP0409 for total residual chlorine (TRC) at Outfall 005 which occurred July 27, 1989.

Outfall 005 is " treated sanitary waste from training center to Grants Bayou."

A sample of this effluent, collected at 2:45 p.m. on July 27, 1989, yielded an average TRC concentration of 0.55 mg/l which is in violation of the permitted minimum of 0.8 mg/1. The discharge was stopped immediately upon recognition of the condition (at about 3:05p.m.). Flow at the time had been about 0.7 gallon per minute (GPM).

The cause of this excursion was an improper balance of hypochlorite. tablet dosage and flows. In response to decreasing flows from the pond, the system operator removed hypochlorite tablets from contact chamber. Too many hypochlorite tablets were removed causing the TRC to drop below 0.8 mg/1.

With the narrow required range of 0.8 to 2.0 mg/l TRC, prevention of recurrence of maximum or minimum excursions will be extremely difficult using existing equipment. The entire treatment system at Outfall 005 was the subject of a recent conceptual evaluation by consulting engineers. Results and recommendations of this study have led to a decision to perform engineering design and obtain construction bids to eliminate Outfall 005 by piping sanitary waste from the Training Center to the existing sanitary treatment system for Outfall 004. A permit modification request describing these plans wilt be submitted as soon as engineering and schedule details are available.
