Water Discharge Permit No. WPO409 River Bend Station - Unit 1 This is to inform you of a noncompliance with Water Discharge Permit No.  !

WP0409 for Outfall 004, treated sanitary wastewater from power station to Grants Bayou. Whereas the effluent limitations for total residual chlorine (TRC) in the outfall are a minimum of 0.8 mg/l and a maximum of 2.0 mg/1, a sample collected at 1135 hours0.0131 days <br />0.315 hours <br />0.00188 weeks <br />4.318675e-4 months <br /> on June 21, 1989 contained 2.5 mg/l TRC. By 1530 that afternoon TRC was back within the limits at 1.2 mg/1.

This excursion is attributed to sampling error. Environmental personnel were unaware that system components (package units) had recently been switched and the tertiary sand filter had just completed backwash and partial draining.

The sample was drawn during a brief interval before flows (hence dilution) had stabilized relative to hypochlorite dose rates. Thus, the sample was not representative of prevailing conditions. Informal calorimetric spot checks of TRC levels indicated compliance (around 1 mg/1) a few minutes before and after the excursion. Sewage plant operators have been instructed to notify environmental personnel of system adjustments which may interfere with representative sampling.
