Ms. Maureen O'Neill, Assistant Secretary Office of Water Resources Department of Environmental Quality Post Office Box 44091, Capitol Station Baton Rouge, LA 70804-4091

Dear Ms. O'Neill:

l l

Water Discharge Permit No. 0409 NPDES Permit No. LA0042731 l River Bend Station - Unit 1 l On the afternoon of May 4. 1988, analysis of a sample from Outfall 002, l collected on April 30, 1988, indicaced an Oil and Grease (0&G) concentration l of 26 mg/1, which exceeded the permitted maximum 0&G of 20 mg/1. The Outfall l 002 sample was from a 1,760-gallon batch release of low volume waste.

The excursion resulted in the discharge of an estime.ted 0.4 pounds of oil and grease to the dississippi River. The relatively small amount of material, which was discharged via Outfall 001 as a previously monitored effluent, was determined to have had no measurable impact on the receiving stream.

A similar excursion was noted on November 17, 1987, and was reported by letter dated November 20, 1987. Extensive investigations of that occurrence never resulted in conclusive identification of the wax-like material extracted by the 0&G analysis, or of its pcssible point (s) of origin. Preliminary indications are that the same unidentified material was responsible for the present excursion. At the times of collection, the visual appearance of these samples was normal and there was no indication of the presence of oil or grease. ,

Gulf States Utilities Company is continuing its investigation of the possible causes of the intermittent problem. Until GSU has identified the cause and appropriate corrective measures to prevent recurrence, a screening analysis of each batch of this type of low volume waste will be performed prior to release.
