Dear Mr. Givens:

Water Discharge Permit No. 0409 NPDES Permit No. LA 0042731 River Bend Station - Unit 1 On the morning of November 17, 1987, analysis of a sample from Outfall 002, collected on November II, 1987 indicated an Oil and Grease (0&G) of 24 mg/1, which exceeded the permitted maximum O&G of 20 mg/1. The outfall 002 sample was from a 14,964 gallon batch release of low-volume waste.

At the time of collection, the visual appearance of the sample was normal and there was no indication of oil and grease. Investigation of possible causes of the elevated value has thus far failed to provide an explanation of the event.

This excursion resulted in the discharge of about 3 pounds of oil and grease to the Mississippi River. The relatively small amount of material, which was discharged via outfall 001 as a previously monitored effluent, probably had no measurable impact on the receiving stream.

Gulf States Utilities is continuing an investigation of the source of the excursion. Preventive measures will be implemented as more information becomes available.
