Dear Ms. Simmons:

This letter is a written follow-up for a prompt notification of the pH excursion which occurred at Outfall 004, treated sanitary wastewater, on December 1,1994 at River Bend Station.

A pH reading of 5.62 was obtained on the weekly grab sample of Outfall 004 at 10:20 a.m. The subsequent investigation revealed that the pH meter used at the treatment facility was not operating correctly.

Immediate corrective actions included addition of tap water to the sand filter influent, and the addition of sodium bicarbonate to the treatment tanks. The monitoring frequency was increased and a pH of 6.89 was obtained at 2:06 p.m. Since Outfall 004 flows into the cooling tower blowdown line (Outfall 001), which discharges into the Mississippi River, a grab sample was obtained at Outfall 001 and analyzed to have a pH of 7.84.

Treated Sanitary Wastewater pH Excursion December 6,1994 RBG: 41,084 Page 2 of 2 The operating problems with the treatment facility's pH meter were corrected by installation of a new probe and re-calibration using fresh buffers. As part of corrective action to prevent reoccurrence a daily three point calibration will be performed and records of these calibrations maintained at the treatment facility. The pH meter used in the Environmental Services Lab will also be designated as a back-up for the treatment facility's pH instrument. This instrument is also calibrated on a daily basis.
