'Ihis letter is a written follow-up to the verbal notification' ade m by telephone on December 10, 1987 concerning an overflow of the River Bend Station cooling towers.

On 'the morning of December 10, 1987 a cmbined estimated flow of 500 gpn of cooling water was discovered to be overflowing frm two cooling towers. The overflow was corrected by placing a third cooling tower in service. The overflow lasted for about forty-five minutes resulting in the unauthorized discharge of approximately 22,500 gallons to Grants Bayou via Outfall 006. Outfall 006 is permitted for stormwater and previously nonitored discharges fran outfalls 003 and 004.

Analysis of the discharge at Outfall 006 showed a total Residual Chlorine of 0.3 mg/1, with no Free Available Chlorine, which is consistent with chlorine levels contributed by Outfall 004, the sewer plant effluent. No significant impact on the receiving waters is expected to have occurred as a result of this discharge.

No specific cause for the apparent hydraulic overload of the cooling towers could be identified. At the time of the overflow the plant was in the final stages of a refueling outage and a recurrence of the unauthorized discharge is not anticipated.
