The information is as initially received without verification or evnluation, and is basically all that is known by the Region IV staff on this date.

SUBJECT:

OVERFLOW OF DIESEL FUEL OIL STORAGE TANK At about 6:30 p.m. (CDT) on July 10, 1986, while filling Unit 1, Train B, Emergency Diesel Fuel Oil Storage Tank (67,000-gallon capacity), an overflow of approximately 2000 gallons occurred. The fuel oil tank is located in a vault directly above the Emergency Diesel Generator (EDG) room. This vault is designed to hold the contents of the storage tank in the event of tank failure. The overflow from the tank filling ran down around piping that penetrates the vault floor, which has not yet been sealed by construction.

Some equipment in the EDG room got oil soaked and the floor was covered with-oil. Clean-up is underway. Augmented fire protective measures have been established. The licensee is performing an investigation. The SRI is monitoring the follow-up activities.

The ACRS had raised questions on the potential consequences of this event during their full Committee meeting with HL&P on June 5, 1986.

Neither the licensee nor the NRC plans to issue a press release.

The state of Texas will be informed.

Region IV received notification of this occurrence by telephone call from the senior resident inspector at 9:00 a.m, on July 11, 1986. Region IV has informed IE, NRR, SP, and PA.
