January 15, 1987 PRELIMINARY NOTIFICATION OF SECURITY EVENT - PNS-IV-87-01 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV staff on this date.

SUBJECT:
P0TENTIAL TAMPERING During a pre-Hot Functional Test inspection of the reactor coolant pumps (RCPs),
the licensee discovered a 14-inch long metal spike (5/16-inch punch) inserted between the rotor and stator of the loop C RCP. The licensee has established formal access control and is inspecting other active components to determine whether additional examples of tampering are evident. The RCP had not been operated since mid-October 1986. The punch was in a location that indicated an intentional act on the part of an unknown individual. An investigation is in progress.
Neither the licensee nor the NRC plans to issue a press release.
The state of Texas has not been informed.
Region IV received notification of this occurrence by the SRI.
Region IV has informed NRR, IE, SP, and PA.
The IAT has been notified and will infonn the FBI.
This information has been confirmed with a licensee representative.
