April 30, 1987 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PN0-IV-87-23 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region IV staff on this date.

SUBJECT:

SERIOUS INJURY AND A FATALITY A construction craf tsman suffered a broken elbow and a concussion when he fell approximately 30 feet from a ladder in the reactor containment building.

The fall occurred at approximately 9:10 p.m. (CDT). He was transported to Matagorda General Hospital at 9:37 p.m. and subsequently to Houston's Saint Luke Hospital where he was reported to be in fair, but stable condition as of 9:00 a.m. this morning.

Another man was found onsite in a company pickup truck, dead of an apparent heart attack.

Neither the licensee nor the NRC plans to issue a press release.

The state of Texas will be informed.

Region IV received notification of this occurrence by telecon from the SRI at 9:30 a.m. (CDT) on April 30, 1987. Region IV has informed NRR.

This information has been confirmed with a licensee representative.
