Pursuant to 10 CFR Part 50.90, Florida Power & Light Company (FPL) hereby requests amendments to Subsequent Renewed Facility Operating Licenses DPR-31 and DPR-41 for Turkey Point Nuclear Plant (PTN) Units 3 and 4, respectively. This license amendment request (LAR) would revise PTNs current Technical Specifications (CTS) to Improved Technical Specifications (ITS) consistent with the Improved Standard Technical Specifications (ISTS) (Reference 1).

This LAR is based on the draft version of the ISTS as of July 30, 2021. Consequently, updates to the ISTS (if any) after July 30, 2021 could not be incorporated in this LAR.

The following six enclosures are included in this this LAR:

  • Enclosure 1 describes the organization and content of the submittal, including each of the volumes in Enclosure 2.
  • Enclosure 2 contains 16 volumes that describe and justify the proposed changes. Included in Enclosure 2 are the Bases for the proposed ITS. However, the Bases are not part of the technical specifications but are maintained consistent with the PTN Updated Final Safety Analysis Report (UFSAR) in accordance the Technical Specification Bases Control Program.
  • Enclosure 3 lists and describes the changes included in the ITS submittal that differ from both the CTS and ISTS as described in Reference 1.

  • Enclosure 4 dispositions other docketed ITS LARs as they relate to this LAR.
  • Enclosure 5 lists licensee commitments associated with this LAR.
  • Enclosure 6 summarizes the UFSAR descriptions that support the review of the Battery Monitoring and Maintenance Program. This enclosure provides, in part, the information and verifications requested in the Notice of Availability for TSTF-500, Revision 2 (Reference 2).

Based on the information provided in Enclosure 2, FPL determined that the proposed license amendment does not involve a significant hazards consideration pursuant to 10 CFR 50.92(c) and that the changes are exempt from environmental review pursuant to the provisions of 10 CFR 51.22(c)(9). Further, the PTN Plant Onsite Review Group reviewed this LAR and determined that operation of PTN in accordance with the proposed changes will not endanger the health and safety of the public.

In accordance with 10 CFR 50.91 (b)(1 ), a copy of this LAR has been forwarded to the State of Florida designee.

FPL requests these proposed license amendments , if approved, be issued by September 15, 2022, to support ITS implementation prior to PTN Unit 3 refueling outage scheduled for Spring 2023. FPL further requests a 180-day delay period be allowed following LAR approval to complete implementation activities.
