OPERATOR REQUALIFICATION PROGRAM =

s BACKGROUND

. By letter dated July 5,1989, Reed College (the Licensee) . requested that the i staff review the licensee's opera' tor. requalification program.' While the program meets the criteria of ANSI /ANS 15.4, " Selection and Training of Personnel for Research Reactors," it does not meet the criteria of 10 CFR 55.59, "Requalification." Our review and request for additional.information follows.

.SECTION 4-On-The-Job Training The requirements of 10 CFR 55.59(c)(3)(1) state that the requalification i

program must consist of on-the-job training consisting of control manipulations applicable to the plant design. Licensee must clarify which of these manip'ulationsspecifiedin10CFR55.59(c)(3)(1)areapplicabletothe facility and include this list of manipulations in the program description of i

operator on-the-job training.

extent applicable to its facility. Furthermore, the requirements of 10 CFR 55.59(a)(2)(ii)statethatoperatorsandsenioroperatorsmustbeexamined l such that they demonstrate an understanding of the ability to perform the

actions necessary to accomplish a comprehensive sample of items'specified in l 10 CFR 55.45(a)(2) through (13) inclusive to the extent. applicable to the {

facility. Licensee must clarify which of these items are applicable to its  !
