SUBJECT:

REQUEST FOR ADDITIONAL INFORMATION - REED REACTOR FACILITY EMERGENCY PLAN The staff has completed its initial review of the proposed changes to the Reed Reactor Facility emergency plan submitted on October 18, 1985. The plan was reviewed against the requirements of Appendix E to 10 CFR Part 50, the guidance criteria set forth in Revision 1 to Regulatory Guide 2.6 and ANSI /ANS-15.16-1982, " Emergency Planning for Research Reactors." Non-power reactor licensees were requested by generic letter dated June 16, 1982 to use these documents to meet the requirements of the amended emergency planning regulations.

We find that you have satisfactorily corre:ted most of the deficiencies in your emergency plan that we identified in our August 9,1985 letter to you. Resolution of the remaining concerns were discussed in a telephone L- conversation between the staff and you December 4, 1985. As a result of the conversation, we have concluded the following revisions to the emergency plan are necessary:

1) clarify that the health physicist has the responsibility for radiological assessment during any emergency involving radioactive contamination.
2) describe who would qualify as an alternate for the health physicist.
3) describe,intheEmergencyOrganizationsection(3.1),thesupport role of the State of Oregon Department of Energy and State of Oregon

! Department of Health, Radiation Control Section, during an emergency.

l 4) attach an agreement letter describing the services to be provided by the State of Oregon.
