Subject: NRC Inspection

This report refers to the special inspection conducted by Mercers

P. J. Morrill and M. Cillis of this office between June 23-24, 1986 of

activities authorized by NRC License No. R-112, and to the discussion of our

findings' held by Messers Morrill and Cillis with Vice President Provost

M. Cronyn and other members of your staff at the conclusion of the inspection

.

Areas examined during this inspection are described in the enclosed inspection

report.

Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements

forth in the Notice of Violation, enclosed herewith as Appendix A.

The findings of this inspection appear to indicate that you have not been

fully effective in correcting previously identified deficiencies brought to

your attention through NRC Inspection Report No. 50-288/85-01 and our meeting

with you on May 21, 1985.

Accordingly, we request that in addition to

responding to the Notice of Violation, you meet with us at the Region V office

within 30 days prior to your expected return 'of the Reed Reactor Facility to

normal operation so that you may describe the success of your additional

corrective actions and explain why you believe the facility will be operated

more consistent with regulatory requirements'in the future.

Your response to this Notice is to be submitted in accordance with the

provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violation.

In accordance with 10 CFR 2.790(a), a copy ~of this letter and the enclosure

will be placed in the NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
