Gentlemen:

In Reference (c), NRC approved the Certified Fuel Handler Training and Retraining Programs, Maine Yankee (MY) submitted in Reference (b).

. The purpose of this letter is to request Nuclear Regulatory Commission approval of proposed

? l Revision No. I to MY's Certified Fuel Handler Training and Retraining Programs. This revision adds two provisions to the program. A program change process is added to section 1.0 which is

. similar to the change process approved for Zion in Reference (d). This change process allows 4 changes to be implemented without prior NRC approval provided that (1) the changes assure that

. suitable proficiency in the performance of the program's activities is maintained and (2) the license::

maintains sufficient records documenting the changes and keeps them available for NRC Inspection to verify the adequacy of the program in accordance with 10 CFR 50.120. This change process will facilitate more timely program maintenance. It isjustified because ofMaine Yankee's commitment to the systems approach to training.

I i In addition, an exemption is added under section 3.4.2 that allows individuals such as Operations, l:

' Management and staff to maintain- their qualifications as Certified Fuel Handlers without periodically standing the watch. A commitment is made to require those individuals so exempted to stand eight hours of watch under instruction as defined in section 3.4.1.(e) prior to resmning watchstanding duties. This exemption will allow Operations Management to maintain Certified Fuel Handler qualifications to fulfill Technical Specification 5.2.2 (h) without periodically standing the ,

p= .watch.- This is similar to the 10 CFR Part 55 reactor operator or senior reactor operator license  ! i i . requirements which are specified as conditions oflicenses in 10 CFR 55.53(e) and (f). ( )
