Dear Gentlemen:

On March 11, 1988, in the letter shown in reference 1 above, The Cleveland Electric Illuminating Company (CEI) replied to the Notice of Violation identified in reference 2. Information regarding an Instrumentation Maintenance Instruction (IMI) was used in sections II and III of Attachment A to CFI's letter. The specific instruction, IMI-E3-14, " Equipment Qualification", which was a post maintenance restoration instruction, was subsequently replaced by Installation Standard Specification No. 2700 (ISS 2700). This letter describes what ISS 2700 is and how it serves to provide an equivalent and/or improved level of assurance for maintaining equipment qualification requirements of the equipment installed in the plant.

An Installation Standard Specification provides a set of requirements for installation of plant modifications and maintenance. Work performed by Contractor Services Section, Maintenance Section and Instrument and Controls Section is controlled by these requirements. Contractors under the Corporate Nuclear Quality Assurance Plan work to these Installation Standard Specifications as part of their specifications. Additionally, the requirements in these specifications meet the project commitments (USAR, SER, Licensing Letters, etc.)-and other internal commitments. Prior to approval of Installation Standard Specifications by the managers of the Engineering Sections, the Specification receives interfacing and technical reviews. These reviews involve the following sections: the applicable Engineering Section, Contractor Services Section, Maintenance Section and Instrument and Controls Section.
