APPROVAL OF SAFER /GESTR LOCA ANALYSIS FOR COOPER NUCLEAR STATION (TAC NO. M98293)

Dear Mr. Horn:

By letter dated March 19, 1997, the Nebraska Public Power District (NPPD) submitt ed a report entitied, Cooper Nuclear Station SAFER /GESTR-LOCA Loss-of-Coolant Accident Analysis, NEDC-32687P, Revision 1, prepared by the General Electric Company (GE). In your letter, you requested NRC approval of the SAFER /GESTR methodology for use at the Cooper Nuclear Station (CNS).

The NRC staff has reviewed your letter of March 19, 1997, and the plant-specific SAFER /GESTR LOCA analysis for CNS. As described in the enclosed safety evaluation, the staff concludes that the plant-specific analysis for CNS meets the conditions underlying the previous staff acceptance of the generic SAFER /GESTR-LOCA methodology, thereby ensuring conformance with the criteria of 10 CFR 50.46 for emergency core cooling system performance.

Therefore, the staff finds the SAFER /GESTR methodology acceptable for use at CNS.

l In order to implement the SAFER /GESTR-LOCA methodology at CNS, your Improved Technical Specifications submittal of March 27, 1997, will need to be supplemented to reflect the applicability of the revised methodology, as discussed in the-Enclosure. In addition, your request to withhold the GE report, NEDC-32687P, Revision 1, from pubiic disclosure will be the subject of separate corre,spondence.
