REV.1 ,

l 1.v Introduction i

The purpose of.this project instruction-is to provide the guidelines for - the close-out of conduit isometric design validation package. This consists of the reconciliation of t conduit. isometric design validation package and package close-out.

If further changes are made to the drawings, the design criteria

~

or~new open items are identified..this procedure will be updated to reflect the changes. A project close-out work flow diagram is presented in Figure-1.-Section 2.0 contains the description of work flow activities. These instructions are to be followed in order and according to the work flow diagram to ensure that a '

conduit isometric design validation package is closed out completely and efficiently. '

. r

The reconciliation of conduit isometric design validation package, which consists of resolution of the package Open Item' List, weld related CMC's,. drawing change (by DCA's) and design criteria .

{

change, are discussed in Section 3.0. i An assessment of failures, if any, shall be performed as describec l in Section 4.0, to determine if the rigorous analysis (RSM  ;

Analysis) can resolve failures by reducing conservatism. If ,

failures can not be resolved by rigorous analysis, the ISO shall be identified for modification. ,

Modifications will be issued as DCA against as-built ISO with new ,

"IN" or Modified support drawings. Constructabilities review by [

walkdown engineer prior to performance of the analysis is ,

required. ,

Package close-out will be performed as described in Section 5.0, after the reconciliation of the design validation package is completed. Final approved package will bs transmitted to the i record center (TU Electric). l I

conditions.

3. For support modification and addition of new support. Field '

Walkdown group shall provide conceptual design and constructability study. -

4. Conduit Design Verification Group -(CDVG) will perform design validation based on the Field Walkdown group's recommended l

5. CDVG will issue DCA's against as-built ISO and support drawings for s h e - m Ad: aN.a..
6. Craft installs the modification's. Any construction problem j shall be resolved by CDVG based on inputs from field Engineer.
7. Support completed by construction shall be QC inspected, any unsat condition shall be resolved thru NCR.

, 8. ISO package shall be reviewed by independent design verifier.

9. Upon completion of the ISO package, the final DV'ed ISO drawing shall be issued to DCC. For modifications, support ,

4 drawings shall be , issued as a result of this effort.

10. Transmit the final approved ISO package to record center. ,

_3 .1 Crsuing Changes '

i Engineer shall reconcile every ISO package for conformance to the l latest revision of affected drawings.  :

Table 1 lists the drawings contained in S-0910 package, which have be.n revised and may impact ISO design validation. Similar table L will be prepared for drawing changes in S2-0910 package. -

Table 1 shall be used as checklist to be filled in by Engineer.

If there is no impact for certain drawings changes, mark "NA" under the column head "Affected Pages in ISO Package". ,

3.2 Design Criteria Changes The conduit isometric design validation program for Uhit No. 1 and i 2X Conduits of Comanche Peak Steam, Electric Station is based on L E3ASCO design criteria SAG.CP10. SAG.CP17, SAG.CP21, SAG.CP25 and SAG.CP29. For Unit No. 2, the design criteria are SAG.CP2, SAG.CP12 SAG.CP22, CP.SG.02 and CP.SG.03. These design criteria have been revised and may impact the Conduit ISO design vslidation. '

Checklists shall be prepared to list the changes with revision, the page number having impact to the design validation. The checklist shall be filled in by Engineer and addressed on affected  !

ISO design validation package. If there is no impact for certain l items, mark "NA" under the column head "Affected Pages in ISO Fackage".  :

TABLE 2 shall be used as the checklist for design criteria changes I in SAG.CP10 "Design Criteria for Seismic Category I Electrical Conduit System" for Unit No. I and 2X Conduits. Similar checklist will'be prepared for SAG.CP2, "Design Criteria for Seismic Category I Electrical Conduit System" for Unit No. 2. L i

SAG. cpl? and SAG.CP12 are the design criteria for junction boxes for Seismic Category I Electrical conduit System for Unit No. 1  !

and Unit No. 2 respectively. All design changes have been  !

reflected in the revised drawings of S-0910 or S2-0910 package. t Therefore, presently no checklist is needed.

Conduit Isometric Design Validation Project Identification.

Package Close-out NO. SAG.CP35 REV.1 3.2 Design Criteria Changes (CONT'D) -

SAG.CP21 and SAG.CP22 are technical guidelines for Thermal Analysis of Seismic Cr.tessry I Electrical Conduit System for Unit No. I and Unit No. 2, respectively. The changes in these technical guidelines have been reflected in the position paper for thermal loads which is appended to design criteria SAG.CP10 and SAG.CF2. The recommendations contained in the position paper have-been incorporated in SAG.CP25. Therefore, presently no checklist is needed.

Table 3 shall be used as the checklist for changes in SAG.CP25, "Technical Guidelines for Seismic Category I Electrical Conduit Isometric Evaluation" for Unit No. I and 2X Conduits. Similar checklist will be prepared for CP.SG.02, "Technical Guidelines for Seismic Category I Electrical Conduit ISO Validation", for Unit No. 2.

TABLE 4 shall be used as the Check 1'ist for changes in SAG.Cp29, "General Instructions for Design Verification of Electrical Conduit and Box Supports" for Unit No. 1. Similar Checklist will be prepared for CP.SG.03, "Guidelines for preparation and checking of Calculation for Seismic Category I Electrical Conduit System".

3.3 Open Item List This Section contains the generic open items during design ,

validation of Conduit ISO. They are listed below:

1. Clamps exceed the allowables.
2. Threaded coupling preceding the bended overhang.
3. A-307 Bolt used in conduit clamp.

The "failed" clamps shall be re-evaluated based on the approach contained in Unit 1 Calculation Book NO. SPAN-1200.

4 The threaded coupling preceding the bended overhang will be generically fixed per SDAR CP.85.53, "Seismic Design of Conduit-Unsupported Conduit Bends". Therefore, this open item shall be considered as closed.

4

u 4

r Conduit Isometric Design Validation Project Identification, Package Close-out NO. SAG.CP35 REV.1 3.3 'Open Item List (CONT'D)

The replacement of A307 bolt used with clamp is still under evaluation.-

For generic open item checklist and preparation procedure see Appendix A. These includes the open item list mentioned above and R.1 newly identified items.

- 3.4 Weld Related CMC's

, Complete research from Permanent Plant Record Vault to identify the weld related Cd!'s are in progress, all conduit run having welds related CMC's will be identify thru this effort. These CMC's have been included in the ISO Redline Packages.-

Engineer shall reconcile every ISO design validation package for ueld si:e and configuration changes indicated on CMC's, as applicable.

4.0 Resolution of failure

\ny failure occurring during ISO package close-out, the ISO will be modified thru Field Walkdown Group's recommendation. Conduit DV Group will re-qualify the ISO and then issue the DCA against the As-Built ISO, with support drawings. The process is considered as complete until the support modifications have been ,

installed and support,is inspected and accepted b) 0 ". .

5.0 conduit Isometric Design Validation Package Final Close-o'ut The Conduit DV Group will issue the final ISO drawings and support drawing to DCC and transmit the ISO Design Validation Package to record center.
