         This refers to the routine safety inspection conducted by K. R. Ridgway of

l this office on August 26-28, 1985, of activities at the Ohio State University

         Nuclear Reactor Laboratory authorized by NRC Operating License No.R-75 and to

i the discussion of our findings with Dr. D. W. Miller and others of the staff l at the conclusion of the inspection. I

         The enclosed copy of our inspection report identifies areas examined during
         the inspection. Within these areas, the inspection consisted of a selective
         examination of procedures and representative records, observations, snd

s

         interviews with personnel.

, During this inspection, certain of your activities appeared to be in violation 1 with NRC requirements, as specified in the enclosed Appendix A. A written

         response is required.
         Certain other activities, set forth in Appendix B to this lette'r, appear to be

,' a deviation from commitments which you have made in previous correspondence

         with the Commission. Please advise us in writing within thirty days of the                                   ,
         date of this letter of the corrective action you have taken or plan to take,

l showing the estimated date of completion with regard to this deviation. t ! i

         In accordance with the Commission's regulations, a copy of this letter and
         the enclosed inspection report will be placed in the NRC's Public Document

i Room.

         The responses directed by this letter (and the accompanying Notice) are not

         subject to the clearance procedures of the Office of Management and Budget
