This refers to the routine inspection conducted by Miss R. J. Greer of

this office on September 30, 1980, of activities at University of Ohio

,

Nuclear React 7r Laboratcry, authorized by NRC Operating License No. R-75

and to the distession of our findings with Mr. R. Myser at the conclusion

,

of the inspection.

The enclosed copy of our inspection report identifier areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

j

observations, and interviews with personnel.

No items of noncompliance with NRC requirements were identified during

l

the course of this inspection. We are concerned about your la d of a

method of personnel accountability, as described in paragraph 6 of the

i

enclosed inspection report. Although this area may be addressed in your

l

new emergency plan to be submitted in 1982, we believe this item to be

too important to wait that long.

Please inform this office within twenty

days of your receipt of this letter of the action you plan to take to

assure all personnel are accounted for in the event of an emergency re-

quiring evacuation.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

- enclosed inspection report will be placed in the NRC's Public Document

Room, except as follows.

or your contractors believe to be proprietary, you must apply in writing

to this office, within twenty days of your receipt of this letter, to

withhold such information from public disclosure.
