The amendment increases authorized steady state reactor power from 10-kilowatts (thermal) to 500 kilowatts-(thermal). The technical specifications are amended to reflect this increase in steady state powcr level.

The amendment also allows possession, but not separation, of special nuclear raterial (SNM) produced by operation of the reactor.

This condition was implied under the terms of the license but was not stated explicitly.

Because.

normal operation of the reactor produces SNM, license condition.2.B. has been clarified to include SNM that is produced in the fuel.

A copy of the related safety evaluation report supporting Amendment 13, a copy i

of the notice of issuance that is being sent to -the Office of the Federal Register for publication, and the environmental assessment are enclosed.
