SUBJECT: NRC INSPECTION REPORT 50-313/92-28; 50-368/92-28 (NOTICE OF
VIOLATION)
This refers to the special inspection conducted by Messrs. A. B. Earnest and
T. W. Dexter of this office and Ms. N. E. Ervin of the Office of Nuclear
Reactor Regulation on December 7-11, 1992. The inspection included a review
of the access authorization program authorized for your Arkansas Nuclear One
facility. A portion of the inspection was conducted at your corporate
headquarters offices in Jackson, Mississippi. At the conclusion of the
inspection, the findings were discJssed with those members of your staff
identified in the enclosed report.
The access authorization program areas examined during the inspection are

identified in the report. Within these areas, the inspection consisted of
selective examination of procedur 9s and representative records, review of
randomly selected samples of the background investigations, interviews with
personnel, and observation of activities in progress.
Based on the results of this inspection, one of your activities appeared to be
in violation of NRC requirements, as specified in the enclosed Notice of
Violation (Notice). The violation indicated your failure to infurm Entergy
employees of their responsibility to report any arrest which might impact the
employee's trustworthiness. An unresolved item was identified and is
discussed in Section 1.2 of the enclosed report.
You are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your. response. In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence. After reviewing your response to this
Notice, including your proposed corrective actions, the NRC will determine
